What is the best free Photoshop alternative?

Photopea is the best free Photoshop alternative for most people. It runs in the browser, looks and works like Photoshop, and opens PSD files. It is free with ads. For a desktop app, GIMP and Krita are fully free and open source, and Paint.NET is a simpler free editor for Windows.
